The Final Two are the two contestants still remaining on the last day of the game (typically Day 39), who must plead their cases to the Jury at the Final Tribal Council. This format is the original format of the final few, with the only alternative being the Final Three, which appeared first in Survivor: Africa.
While players are normally not informed in advance the game would end in a Final Two or not, in Survivor: Tibet, the players were told from the beginning of the game that the season would end with two finalists.
